JSEA vs SWMS — Understanding the Difference

SWMS: legislatively required document for high-risk construction work; prepared before work commences; formally reviewed

JSEA: proactive, operational tool; completed daily or per task; team-led and site-specific

Both can be required on the same job — they complement, not replace, each other

A JSEA can also be used to trigger a SWMS review when on-site conditions change

The JSEA Process — Step by Step

Step 1 — Job description: name the specific task, location, and timeframe

Step 2 — Break the task into steps: list each discrete activity in sequence

Step 3 — Identify hazards for each step: physical, chemical, biological, ergonomic, environmental

Step 4 — Assess the risk: use a risk matrix to score likelihood × consequence

Step 5 — Apply controls: using the Hierarchy — from elimination down to PPE

Step 6 — Assign responsibility: who is responsible for implementing each control?

Step 7 — Sign on: all workers performing the task sign the JSEA before work starts

Step 8 — Review: if conditions change, call a toolbox talk and update the JSEA

Practical Restoration JSEA Examples

Wet carpet extraction in a Category 2 loss: hazard = slip risk, biological contact, electrical near water

Wall demolition post-flood: hazard = suspected ACM, mould spores, nail/cut injuries, dust inhalation

Subfloor inspection: hazard = confined space, poor lighting, biological (rodent), physical (low clearance)

COMPLIANCE

Model WHS Act s.47: workers must be consulted when changes affect WHS. The JSEA is one of the most practical tools for meeting this consultation requirement daily. It must be a genuine discussion — not a pre-filled form handed to workers for signature.

FIELD ACTION

Keep completed JSEAs in the project file. In the event of a SafeWork/WorkSafe investigation, JSEAs demonstrate an ongoing, active safety management culture — not just paperwork filed at project start.
